Meeting Minutes of Tobacco Institute Executive Committee, January 1964. Discusses possible responses to Surgeon Generals Report: Congressional hearings, FTC action, legislation. Notes damaging points in report, primarily the fact that all evidence is gathered in one volume which can easily be used in litigation. Warns against advertising which might imply health claims, as assumption of risk is the best defense.
