As you are aware, the NSA's membership has grown rapidly, even since the issuance of this Plan, and they are becoming a vital resource available to smokers for education, information and communications. Craig and I have reviewed the plan and met with Tom Humber. We recommend that we make two grants to the NSA for the remainder of the year as follows: August 15, 1994 $5,000,000 October 17, 1994 $5,000,000 If you agree, please indicate your authorization on the line below.
