Chilcote, Jr~ At the last meeting of the Executive Committee, I promised to send you The Institute's plan to announce to the press, our allies, legislators and the general public the industry's new programs designed to reaffirm its commitment that young people should not use cigarettes. A copy of that plan is enclosed for your review. It includes: o A brief description of the components of the new youth initiatives. o A narrative describing the promotional activities that would be undertaken as part of a public launch, and a timeline that follows that narrative. o A list of allied organizations that will be notified in advance of any public announcement of the program. o Draft press materials and other handouts that would be part of an announcement package. The Institute has tentatively set Wednesday, September 12 as the date to publicly announce these new programs. Congress will have returned from its August recess by that time, so that every effort can be made to ensure maximum impact on capitol Hill. That date also minimizes the chances of the industry's program becoming part of a story on the 1990 Surgeon General's Report, which is scheduled to be released September 95. This release date is tentative and, of course, can be changed should legislative or other circumstances warrant. T1MN 0015249

You will recall that our plans call for development of a new booklet that specifically addresses means by which parents and other adults can discourage use of tobacco products by young people. This new booklet then would be promoted via advertisements in general interest publications, in much the same manner as the earlier "Helping Youth Decide" and "Helping Youth Say No" materials ~A draft of the new booklet is currently under review by counsel.~ It, along with draft ads and a media schedule, will be reviewed by the Communications Committee at its July 25 meeting. At that time, the Committee also will review draft advertisements that would be placed in national and state trade publications for our "It's the Law" retailer program. Institute staff will be prepared to report on the Communications Committee,s reaction to the materials -- and make a final recommendation -- at the ~~i~~~kr~e~6~ugust 9.
