Tobacco industry "fact sheet" on Proposition 99 - The Tobacco Tax Initiative. Sheet lists impact of tax and opposition to Proposition from Latino Peace Officers Association and other Minority groups. Maintains that "The California Chamber of Commerce, the California Taxpayers Association and the National Association of Black and Minority Chambers of Commerce oppose Proposition 99". Argues that the majority of the taxes would be handed over to the legislature who are likely to turn the money over to the medical industry. Claims that only 5 percent would go toward health research
