There are a few scientists who report that by using
a high concentration og clgaEette smoke -- entirely
~if~erent from the smoke which a person draws from
a cigarette -- and painting it on the skins of mice,
they have produced skin cancers on mice. On the othe~
hand, there are many more scientists of high ~epute
who have made similar experiments and have reported
that no cancers were produced. Moreover all scientists
agree that there is no known relation between skin
cancers on mice and lung cancers in humans.

ME. Hahn's statement, the first of its kind by any
American cigarette manufacturer, was made in answer
to inquiries as to what the company is doing to meet
the apparent concern of smokers about the effect of
cigarette smoking on health.
Eaul M. Hahn, President of The American Tobacco Com-
pany, took issue today with what he called loose talk
on the subject of smoking in relation to lung cance~.
Stating that the public should be reassured on the
subject c~ smoking and health, he pointed out that no
one has yet proved that lung cancer in any human being
is directly traceable to tobacco or to ~ts products in
any form. "
Mr. Hahn's statement was as follows:
"Believing as we do that cigarette smoking is
not injurious to health, I feel that a statement
of reassurance to the public should be made.
"What the public wants to know about is whether
it is true that smoking has been p~oved to con-
tribute to the incidence of lung cancer. The fact,
of course, is that it has not been so proved.

"With all respect to the sincerity of those who
have been working in the field o~ Inn9 cancer
research, there has been much loose talk on the
subject as reported in the press during recent
months. Tobacco is enjoyed by so many millions
of people that it is only natural that this kind
of comment should create public controversy and
therefore result in considerable publicity.
"The public is entitled to know the facts. They
can be stated briefly, ~rtmistakably, and confi-
dently~

Undoubtedly lung cancer is now more common
than it was one or two decades ago~ al~o
undoubtedly cigarette amoklng has increased,
as have other habits and conditions of modern
life. But that does not prove that cigarette
smoking produces or contributes to lung cancer.

With all the research being conducted in this
Eield, no one has yet proved that lung cancer
~n any human being is directly traceable to
tobacco or to its products in any form.

Authorities themselves diEfer widely. For
every expert who blames tobacco for the
increase in respiratory ~Isease there are
others who speak with at least e~ual author-
ity, who say that there is no evidence to
show that tobacco is the cause.

There are scientists who are convinced
that the growth of cigarette smokin~
and the increase of lung cancer are
grounds ~or suspecting a llnk. On the
other han~, there are many scientists
who re~ort that the statistics which
are supposed to show a link between the
rise in lung cancer and the increased
use of cigarettes are faulty, unreli-
able, and oftentimes meaningless."

the human body has been ascribed to the
use of tobacco. One hy one these charges

field, within its own laboratory and [n independent
institutions.

As study after study has established a correlation
between prolonged cigarette smokln~ and lung cancer,
nobody has been mo~e concerned, or more silent, tha~
U.S.-cigarette makers. Last week, follow~ng news that
the tars from cigarette smoke have now been proved
cause cancer in mice (TIME, Nov. 30) one of the [ndus-
try's leaders broke silence. To Paul M. Hahn, president
of theAmerlcan Tobacco Co. (Lucky Strikes), the case
a~ainst cigarettes iS still unproved. Said he:
"No one has yet prove~ that lung cancer In

Tobaccoman Hahn ~evealed that his company has been
quietly supporting research of its own in this field,
within its own laboratory and in independent ~nstltu-
tions. "It is our policy . . to extend cooperation
to projects where we believe t~at the researchers are
approaching 9nd will approach the subject without pre-
judice and w~tho~ preconceived opinions . . ." . We
are confident that lo,g-range, impartial investigation
• will confirm the view that neither tobacco nor

Many people have asked us what we are doing to
meet the public's concern aroused by the recent reports.
Here is the answer:
We are pledging aid and assistance to the
research effort into all phases of tobacco
use and health. This joint financial aid
will of course be in addition to what is
al~ead[ being contr£bute~ by individual
companies.
For this purpose we aze establlshing a jo[nt
industry group cons~stlng of the undersigned.
This group will be known as TOBACCO INDUSTRY
RESEARC~ CCMMETTEE.
In charge of the research ac£1vitfes of the
Committee will be a scientist of unimpeachable
~ntegrity an~ national repute, I~ addLt[on
there will be an Advlso~y Board of Scientists
disinterested in the cigarette industry.
A group of distinguished men from mediE[ne,
science, and education will be invited to
serve on this Board. These scientists w~ll
advise the Committee on it's research activi-
