C 0 N F I D E N T I A L March 29, 1985 MEMORANDUM TO: William Kloepfer, Jr., Roger L. Mozingo, John Rupp, Ralph Vinovich RE: Relations with New York fire service FR: Peter G. Spar It is our pleasur4--Eo report that on April 12, the executive committee and regional directors of the Firemen's Association of the State of New York (FASNY) are expected to adopt a proposal to work cooperatively with The Tobacco Institute and with the New York chapters of the American Association of Retired Persons (AARP) to promote and use a fire safety education program aimed at senior citizens. The fire safety program was developed by the Vocation Education and Extension Board (VEEB) of Nassau County with Institute fupding and 'staff support. Officials of VEEB are members of the FASNY executive committee and have worked hard to make this unusual alliance a reality. As you may recall, FASNY not only dedicated itself to the passage of a New York State self-extinguishing cigarette bill but was among our harshest critics for several years. While this project has no relationship to the legislation, the improvement in relations is a major step forward. Furthermore, the involvement of AARP marks the beginnings of what we hope will be a more fruitful relationship with that group. The development of the senior citizen fire safety program has also involved the Fire Commissioner of Pennsylvania, Chet Henry, who will introduce it in that state this Spring. We believe that a visible, positive seniors program in Pennsylvania has considerable potential. cc Samuel D.
