Maerestetten (Philip Morris International), Mr Richard

2. Background

The Chairman thanked the Tobacco Institute for hosting the
Meeting.
The Chairman outlined the background to the development of
the Global Argumentation project and the importance of this
project. Recent attacks on the industry in a number of
important markets had demonstrated the need for a
standardised and comprehensive collection of argwaQntation
papers, which could be used by local management and
national manufacturers associations for lobbying, public
information campaigns, or as base documents for responding
to anti-tobacco disinformation.
It was empha.sised that the development of the global
argumentation material was not an isloated project, but was
closely related to the Infotab 'World Action' document and
the 'Do It Now' action matrix, which had been developed to
increase local management awareness of the need for
developing early warning systems and early preparation of
campaign and documentation resources, in order to respond
effectively to anti-tobacco initiAtives.

working party be established to pursue this project, with
Infotab acting as coordinator. The purpose of this Meeting
was to:
* define the direction of the project
* agree and prioritisQ the issues to be covered
* apportion responsibility for preparation of issues
among men:ber companies.
3. Structure of Argumentation
It was agreed that basic detailed argumentation papers
would prove inadaquate as a useful vorking tool for NMA's
and lead companies and that a series of documents
approaching the issue at different levels would be more
appropriate. The following five part structure was agreed:
Section 1: A claims versus facts section, outlining
the major anti-tobacco arguments with
appropriate responses. This should be
sufficiently flexible to be used as a
spokespersons guide.
Section 2: A summary overview section stating the
current industry position on the issue.
This should be a non-technical paper,
running to perhaps 3 pages, which could be
easily adopted for lobbying purposes.
Section 3: A detailed overview of the issue
incorporating the very best of the publicly
available evidence. This should be a more
technical and systematic reviev of the
literature and be supportive of the
positions taken in Sections 1 & 2.
Section 4: Comprehensive bibliography supporting the
arguments presented in Section 3. There may
also be scope in this section for including
a general recommended 'background reading'
list.
Section 5: Origina.l copi4s of the most supportive
literature on the issue available in the
public domain. These vere viewed as
essential if industry personnel were asked
to produce 'original' evidence to support
their position.
It was also agreed that a users 'gurde' should be prepared
by Infotab on hoW the nateri.als could best be used and that
any good exampxes of fndustry woxk from around the orozld
should be incorporated into the publi,catxon. This would
include examples of publications on issues, campaigns or
lobbying materials.

4. Allocation of Issues
It was agreed that responsibility for generating the
documentation on each issue should be shared among the
Infotab Member companies. It was confirmed that there
should be a single contact within each company who would
assume a coordinating responsibility for preparation of
their company's assigned issue. Companies agreed to the
allocation of issues as followg:

Responsibility for the advertising/promotion and
sponsorship areas was agreed by Philip Morris subsequent to
the Meeting.
It was agreed to defer the issue of 'Health SJarnings' until
the European situation on attribution is clarified.
It was agreed that each participating member would have the
opportunity to embelish the draft issue papers and that
Infotab should coordinate the distribution of drafts and
ensure that all additions are incorporated into the final
paper•

S. Prioritisation of Issues
It was agreed that the major threat areas facing the
industry globally are: Advertising and Sponsorship,
Environmental Tobacco Smoke and Fiscal Tssues and that
these should be given priority in the developaent of
argumentation.
on timescales for drafting, it was agreed that each
company should prepare an outline of the proposed sub-
3ssues to be covered in their area by 28th k'ebruary, and
that a first draft of each issue package should be
available by 30th April 1990.
6. Tobacco and Young People
In view of the forthcoming 'World No-Tobacco Day' with its
theme of 'Tobacco and Young i'eople', it was agreed that
Infotab should consider the development of support
materials on this issue. This could be incorporated into
the appropriate issue sections at a later date.
Yorking Group members were asked to let Infotab have any
comments on the Advertising and Children paper prepared by
Infotab and circulated prior to the Meeting.
7. Legal Clearance
The importance of proper legal clearance was stressed. It
was agreed that each company would have the opportunity to
clear all documents through their legal departments and
that overall lega]l clearance would be undertaken by Shook
8ardy and Becon.
$. Supporting I,i.terature
It Was agreed that the core reference list on each issue
prepared by Infotab/SHB, and tabled at the meeting, should
be sent to companies as appropr9.ate.
9. Involvement of State-owned Enterprises
It was agreed that the possible involvement of the
monopolies should be considered vhen first drafts are
circulated.

10. Coordinating Role of Znfotab
Infotab should have responsibilty for coordinating the
distribution of draft papers. It was stressed all documents
should be clearly identified as 'DFtAFT5' until final
overall clearance.
It was agreed that Infotab should have responsibility for
overall editorial control and final production of the issue
publicati.ons.
Infotab should also prepare e strategy papaz on using the
documents proactively in national markets. It was suggested
that this might be presented at the next Infotab
International Conference, possibly with each Pienber company
also presenting their a,ssue package.
11. Date of Next Me2ting
It was agreed that the Working Party should meet in London
in early May 1990. In the meantime, Infotab should
maintain regular close contact with individual company
representatives on the progress.of their work.
