Media Tours by Consultants
o "Social Cost" media tours by George Mason University
economists Robert Tollison and Richard Wagner were launched
in September in Richmond, VA and Tulsa, OK. These tours
discuss the Tollison/Wagner.book, Smokin and the State, and
the issues surrounding the misuse of "~socia costs.
Enclosed you will find the press kit used with the media and
reports on the press generated by the tour.
o The industry's joint program with the National Association of
State Boards of Education, "Helping Youth Say'No" is promoted
in part by media tours conductd by TI consultant Jo]:ly Ann
Davidson.o. Last month's media visits in San Diego, CA are
outlined in the enclosed document.
o "Truth Squad" media tours, presenting the industry's
perspective in environmental tobacco smoke and indoor air
quality continue the travels of Drs. Jack Peterson and David
Weeks. September's tours in Minneapolis/St. Paul, MN and
Nashville/Knoxville, TN are more fully described in the
enclosed materials.
o While ventilation expert Gray Robertson did not have a media
tour this month due to scheduling changes, he did appear in a
previously taped segment on the McNeil/Lehrer Newshour
(transcript enclosed). Robertson was also the keynote
speaker at the Northwest Center for Professional
Education's conference on "Asbestos & Indoor Air Pollution."
Legal Briefings
o Management labor attorney John Fox conducted briefings of
minority bars and corporate officials on the issue of
workplace smoking in September. Fox discussed such issues
during a star-studded employment law symposium at the
Hispanic National Bar Association's annual convention. A
seminar in the San Francisco Bay area was given for lawyers
and human resource managers representing 175 firms from
across the country.
o Fox conducted the first of his privately sponsored workplace
smoking seminars for lawyers and human resource officials in
Raleigh, NC. As he will continue to do, Fox visited with the
local media after his seminar (materials enclosed).

Third Party and Allied Activities
o Protesting government workers rallied at the United States
Information Agency in Washington, D.C. to demand that health
hazards in the air and drinking water be eliminated from
their building. Union officials noted that despite
assurances from the General Services Administration that it
would undertake a comprehensive indoor air quality survey
when it announced smoking restricitions, no action has been
taken. Press materials from the rally are enclosed.
o Citizens for Tax Justice held a highly reported press
conference to release their Annual Survey of Corporate
Taxpayers and Corporate Freeloaders. Among the findings
making headlines, sixteen companies reported paying no
federal taxes. Enclosed you will find a complete press kit
as well as clippings.
o The National Energy Management Institute (NEMI) newsletter
was printed and distributed to 8,000 sheet metal contractors
in the United States. The newsletter highlights causes and
effects of indoor air pollution and outlines contracting
opportunities for NEMI members to inspect and retrofit "sick
buildings." A copy of the newsletter is enclosed.
o Labor Management Committee representatives briefed members of
the Executive Council of the Oregon State AFL-CIO on the
ramifications of the Clean Indoor Air initiative. The
presentation, which was made at the request of the president
of the State Federation, immediately preceded a council vote
to oppose the initiative. Materials that were distributed to
the council are enclosed. A similar package is distributed
at all labor presentations.
Hospitality Program
0 TI staff contacted state and local hospitality organizations
around the country in September, promoting not only the
hospitality program, but The Great American Welcome. TI
staff, met with numerous organizations, and mailings of the
Great American Welcome were arranged with some thirty-five
different organizations.

Hospitality Program (continued)
o The state executives of the National Association of Tobacco
Distributors are each mailing Welcome materials to their
membership.
o A targeted.mailing introducing "Open Door to Hospitality"
(copy of brochure enclosed) was made to state directors of
the National Restaurant Association.
Other Activities
o Institute staff made presentations to the public safety
committee of the International Association of FireChiefs,
and to more than 40 representatives attending a workshop at
the International Association of Black Professional Fire
Fighters annual convention. Both presentations were on the
TI fire safety education program.
o Also enclosed for your information, are some recent news
clips. These range from the coverage of Dr. Larry Holcomb's
statements on ETS, an article in response to a TI media blitz
in Albuquerque at the request of State Activites just prior
to the City Council's meeting, coverage of one of our
speakers, to a.storyon how Northwest's smoking ban has not
gained new customers.
