Dear Mr. Gordon:
In accordance with my telephone conversation with you and my
earlier.conversations with Mr. Russell Hatchl, I am happy to confirm
that Action on Smoking and Health (ASH) will be able to testify at your
forthcoming hearings regarding the problem of cigarette advertising.
Please consider this letter as a formal request and confirmation.
As you probably know, Action on Smoking and Health is a
national, non-profit tax-exempt organization. It is the only national
non-profit organization devoted solely to the problem of smoking. It is
also the only natioaal charitable organization which regularly participatos
in administrative proceedings relating to smoking. Indeed, as I am sure
you are aware, Action on Smoking and Health has had considerable dealings
with the Commission concerning the problems of smoking. For these
reasons I trust that you will wish to receive the benefit of ASH's
experience and viewpoints on this important matter.
In our t=astimony I plan to discuss our opinion and evaluation
of the report prepa ed by Martin Fishbein, Ph.D., which was attached to
the FTC's 1976 repo_t concerning cigarettes. In this testimony I will
point out those areas where we agree, those areas where we have some
disagreement, and those areas where we think additional research might
be appropriate. Re:;ponding to this report and upon other information
available to us, we will also indicate what action we think the Commis-
sion should approprLately take at this point with regard to the problems
of cigarette advertLsing and promotion..
