SUBJECT: Dr. Gori
Spoke to Gio Gori on 8:30 Saturday night, June 2. He met with.
Arthur Upton last Wednesdav, Upton wants him to take orders
and sugcrestions from John Pinney. Gori's suggested names for
advisory group of smoking &'.:ealth program are to be cleared
with Pinney. Upton feels that he would not be adverse to using
NCI Smoking & Health funds for educational purposes, approved
by Pinney. In effect, Upton would be funding Office of Smoking
& Health programs through the back door, if the Appropriations
Commit4--ee has in fact cut them off in the budget.
It would be advisable at this point to have someone from Congress
inquire of Upton or Califano as to Gori's role at NCI now that
he has finished his master of Smoking & Health course at John
Hopkins. And following that to inquire as to the future deployment
of funds and programs at the NCI Smoking & Health program. This
will "orce Upton to reveal the educational orientation which may
be opposed to the spirit of the Appropriations Committee's actions.
In addition, members of the Gori advisory committee, even with
Pinney selections onboard, will be the first ones to decide or'to
be aware of the use of funds which Upton is imposing via Pinney
on Gori. This information once it is on record can also be used
with the Hill to show the beaucracy is separating the intention
of Congress.
It would also'be advisable to have someone from the Hill make
an inquiry about the extent of funds transferred from NCI'to
the Office of Smoking & Health for the past 10 years. This
should represent a sizeable amount of dollars.
Gori tells me that Dr. Kunze of Austria will be making a
presentation at the Fourth World Conference of Smoking & Health
in Stockholm; he will discuss less hazardous cigarettes. The
paper is being drafted by Gori and others next Wednesday, June 6
in New York.
