Dr. Thomas J. King, NCI Project Administrator, reported on the develop-
,ment of the National Bladder Cancer Project, which is analagous to the
National Large Bowel Cancer Project. An outline of the proposed pro-
gram for Fiscal Year 1974 was presented and will include studies re-
lated to bladder cancer in the field of epidemiology and prevention;
detection and diagnosis; development of new techniques for detection,
diagnosis, and prognosis; immunology; studies of carcinoma in situ;
experimental biology; carcinogenesis, and treatment.
The Board recommended that both the National Large Bowel Cancer and
National Bladder Cancer Projects be continued.
Dr. Joseph H. Ogura, member of the Board, reported on a feasibility
study to explore problems in head and neck cancer. An examination of
the state-of-the-art as it is known at the current time and a formula-
tion of prelimi-nary recommendations as to potential areas for applica-
tion and investigation were discussed.
Dr. William W. Shingleton, member of the Board, represented the Board
at the Tenth Canadian Cancer Research Conference, held in Ontario.
The Conference, jointly sponsored by the National Cancer Institute of
Canada and the Canadian Cancer Society, consisted of invited lecturers '
from England, Germany, the United States and Canada who presented state-
of-the-art talks on tumor virology, cancer immunology, chemical carcino-
, genesis, molecular pharmacology, and cancer cheinotherapy. Workshops
were also conducted in which selected individuals were chosen as group
leaders to discuss techniques and approaches of a more specific nature
in various program areas of basic and clinical research.
Dr. Shubik, Chairman of the'Board's Ad Hoc Committee on Smoking and
Health, reported on the final meeting of that Committee. A full-report
of the Committee was presented to the Board at its March 1973 meeting
at which time the Board adopted the resolution that the Congress be
urged to take steps to require that tar and nicotine levels be labeled
on cigarette packages. Dr. Shubik, on behalf of the.Committee, recom-
mended that a member of the Board be appointed to serve on the
Institute's.Tobacco Working Group to act as a liaison between the Board
and the Working Group. The Board again reaffirmed its March resolution.
Dr. Sidney Weinhouse presented the report of.the Board's Ad Hoc Adyisory
Committee on the Frederick Cancer Research Center. A copy of the report
is on file Dr. Weinhouse, Chairman of the Committee, outlined the
requirements considered desirable for recruitment and retention of an
appropriate Scientific Director for the Center and his staff, and the
maintenance of a viable program of original and innovative cancer research.
The Board accepted the interim report of the Committee and asked that it
'be transmitted to the Director for his information.
