CONFIDENTIAL:
MINNESOTA TOBACCO LITIGATION
We're talking about the out-of-the-blue hit in January
when there was a media leak of a long draft letter to Secretary
Heckler from the National Advisory Council on Drug Abuse. Bill
Pollin at the National Institute on Drug Abuse chairs the
council. The draft appeals for Heckler's support of a total
cigarette ad prohibition. We believe it still hasn't been sent.
Sam has had a round and a half with Pollin, stressing
the star-chamber proceeding. We've twice circulated appeals to
the council members, showing them the literature about how ads
don't make people smoke, and telling them about our own youth
project.
In the meantime other advertising is being
attacked--drugs, beverages to name two--so we've tried to loop
the whole media and advertising community into awareness of the
NIDA problem. Either face to face, on the phone or in
correspondence, we've urged all the publishing, broadcasting and
advertising associations, as well as some of the individual major
media, to raise hell with Dr. Pollin.
The leak was a one-day news story, and that'sc it so far
unless there are any questions.
