MEMORANDUM '

John Topping and John Bond of the National Council for
Clean Indoor Air (NCCIA) requested and subsequently met with
Sandra Eberle, Office of Program Management and Budget, Consumer
Product Safety Commission (CPSC). In a telephone conversation
this morning, Ms. Eberle discussed the May 29, 1987 meeting a'nd
speculated as to NCCIA's intent. A copy of CPSC's public
announcement of this meeting is attached.
John Topping, while with the EPA, testified on ETS
during the National Academy of Sciences January 29. 1986 hearing
on passive smoking. For your reference, a copy of Topping's
testimony is attached. In addition, attached is a recent article
from National Wildlife which cites a NCCIA claim that involuntary
tobacco smoke may cause 46,000 deaths a year.
Ms. Eberle indicated that CPSC recently selected indoor
air pollution as a "priority" in 1989 and plans to develop
educational/informational booklets on the subject. The booklets
will focus on consumer product sources of indoor air pollution
and mitigation strategies, e.g., problems arising from
formaldehyde in products found in the home and the use of
kerosene lamps and wood burning stoves. Concerning the subject
material to be included in the booklets, Ms. Eberle volunteered
that because CPSC has no authority over tobacco, it is "staying
away from" tobacco-related issues, including ETS.
Ms. Eberle explained that Bond and Topping were
interested in how CPSC plans to develop the booklets and
specifically, how their organization might be funded by CPSC.
Eberle said "basically, they're interested in the Commission's
money." She added that in the past, NCCIA received funding from
EPA for prolects including work on EPA's conferences.
Currently, CPSC is in the early planning stages of its
1989 budget. Ms. Eberle stated CPSC plans to hold similar
conferences in 1989 with parties interested in securing the
booklet project contract. Those parties' drafts will be
submitted for peer review before CPSC selects the project
contractor.
