CIVIL AERONAUTICS BOARD UPDATE
Abstract
Reviews status of several components of efforts to influence Civil Aeronautics Board [CAB] on proposed smoking restrictions. Includes discussion of: TAN [Tobacco Action Network] activity; a news release arguing "83% passenger satisfaction with the current smoking regulations"; airport intercepts; information on impact of proposed regulations to be "dealt out individually to media . . . to obtain publicity and editorial support"; need for "member feedback on company CAB activity"; and development of a "pro" mailing list from "current comments in the CAB file." Includes handwritten note that asks "if we dismantle the communications function at TI [Tobacco Institute], who will do things such as this?"

We are gaining, in~ popular response. The count of messages in
the public docket file this morning,was approximately 2,670 onn
our side, an~d! 3030 onitheirs. Other developments:
1. Our new TAN alert requesting more personal commments too
the docket was miledi Iast Tuesday.
2'. Our news release announcing our 83% passenger
saitisfaction_with thie currennt smoking regulations will be
distributed and promoted next week., You will receive it.
3. Proposals from two possible contractors on airport
intercepts are in hand as of this morning and' I expect to hire
on Monday. Deadline for our delivery of passenger petitions to
CAB is Nov. 2'1, the date that "''reply comments" are due in the
proceeding.
4. Contacts with other organizations in our industry,.
Members of Congress,, unions and carrier managements and'
associations are continuing.
5. Information on impact of the proposed regulations in 45
medium-sized communitites, including,about half of the state
calpitals, is arriving from our field offices. Sample: If'
smoking, is prohibited'on flights of two hours or less there
will be complete prohibition on all flights leaving Baton,Rouge,
Madison,, Portland', Topeka, Lincoln, Columbia, Richmond
Tallahassee, Rochester, Peoria,, Lansing Duluth, Bismarck and
Des' Moines- These anid! other d'ata will be, dealt out i:nd~ividua~lllyto media in the affected
cities to,obtain publicity andd
editorial support.

6. We need member feedback on company CAB activity -- to
date we have only one..
7. Beginnning Tuesday a review team will analyse all the
current comments in the CAB file, making a state-by-state tally
of favorable messages,, with names and addresses of senders.
Proceeds will be usedito seek additional messages, to address
thank-you letters from here and to develop ai "pro" mailing, list
for other materials.
