Fjeistad, a captain, has been with the department for years and complains that the department is his home one-third of the time. Ritter is upset because he transferred to Oregon from New York in 1.9?8 and was assured that he would be ailowed to smoke on the job. He did not have to accept the trar.=.f er. Ritter supervises 8 people. We have consulted counsel, who is reviewing Ritter's letter for potentiai lega' arguments.
