TAXATION
ALABAMA
o Lexington - The Town Council adopted a 1 tax increase (1t to 2)
in the city cigarette tax rate on 1/5. 1 tax has also been app~ied
to cigars and other tobacco products.
ARIZONA
The cigarette tax increases 2¢ per pack (13¢ to 15t) on 7/1/84 since
Governor Babbitt signed S 1026 to fund a prison expansion program.
There is no floor stock provision.
Still pending is a bill to raise the cigarette tax lfi per pack to
fund cancer research.
ILLINOIS
o Cook County - Further attempts by County Board President George-
Dunne to pass the cigarette tax increase proposal (5T to 10~ per
pack) are expected early in 1984.
o Evanston - On 1/23 the City Council's Committee on Public
Administration discussed but did not vote on the proposed cigarette
tax increase. Further consideration of the tax hike will be on
1/30.
SOUTH CAROLINA
The legislature is considering the 1984 state appropriations bill.
As an alternative to a general sales tax increase, amendments may be
offered next week to increase the cigarette and other tobacco
products taxes.
SOUTH DAKOTA
~
An amendment calling for a 5~ increase in the cigarette tax which had
been added to a bill establishing a state relief fund was removed
from the bill.
Two other tax measures were defeated by the Committee on Taxation.
One bill would have increased the cigarette tax by 5t per pack; the
other would have applied the state sales tax to cigarettes.
UTAH
A measure which would increase the cigarette tax by 1t per pack (12t
to 13~) was introduced in the House.

SELF-E%TINGUISHING
CALIFORNIA
S 197 passed the Senate by a vote of 25-3 (12 absent) on 1/25. The
bill now goes to the Assembly Rules Committee.
WASHINGTON
A hearing has been scheduled on the self-extinguishing bill on 1/30
before the House Environmental Affairs Committee.

SMOKING RESTRICTIONS
CALIFORNIA
o La Mesa - There has been no action on the proposed smoking
restriction ordinance. A vote may be taken on 2/14.
o Los Angeles City - Three proposals of a draft smoking restriction
ordinance were considered and rejected at the 1/24 meeting of the
special citizens' committee. Further action is expected on 2/1.
o Los Ange_l~e~s C~oun~ty - No action was taken when the Public Health
Commission held a meeting on 1/12/84 regarding a possible smoking
restriction proposal. The next meeting is scheduled for 1/26/84.
o Mountain View - Discussion of preliminary options for a draft
smoking restriction ordinance by the Environmental Planning
Commission have been postponed until 2/1/84.
o San Francisco - Further consideration of the proposed restaurant
smoking restriction ordinance is expected on 2/3/84.
CALORADO
o Fort Collins - A public hearing has been scheduled for 2/7 on a
roa smoktng restriction ordinance (including workplace).
MASSACHUSETTS
o S rin fie~ld - Af ter a public hearing on 1/24 the Public Health and
Sa ef ty Committee approved the restaurant smoking restriction
ordinance by a 2-0 vote. The full City Council may take action on
the proposal on 2/6.

0 Newton - A San Francisco-type workplace smoking restriction ~
orainance was introduced in the city council on 1/25 and tabled
until 2/29.

SMOKING RESTRICTIONS (continued)
NEW YORK
o Suffolk County - A public hearing was held on 1/24/84 on the
smoking restriction proposal. The next public hearing will be on
2/14/84 to consider revisions to the ordinance.
PENNSYLVANIA
o Erie County - A workplace smoking pollution control ordinance
remains in a study committee and a report on the issue is expected
in January.
SOUTH DAKOTA
Clean Indoor Air Act Legislation was introduced.
WASHINGTON
A hearing has been scheduled on the workplace and jury rooms smoking
restriction bills on 1/30 before the House Environmental Affairs
Committee.

SAMPLING
FLORIDA
o Fort Lauderdale - The recent decision by the City Commission to
allow the sale and distribution of cigarettes and beer on the beach
during Spring Break will be reconsidered on 2/7.

OTHER ISSUES
KANSAS
A new bill was introduced which sets penalties for death, injury or
property damage caused by the "unlawful use of tobacco".
