SCIENTIFIC WITNESS PROGRAM PROCEDURES
Abstract
Discusses procedures for arranging scientific testimony on indoor air quality issues on the state, local, and federal levels. Describes identification of legislative need for scientific witness by Tobacco Institute field staff or legislative counsel and the establishment of "availability of witnesses directly with coordinator at the Center for Environmental Health and Human Toxicology and/or ACVA." Addresses procedures for public affairs briefings and media tours as well.

Legislative Requests and Approvals - State and Local
1. Field staff and/or Legislative counsel discuss and
reach agreement on need for scientific and/or
ventilation experts for legislativebriefings, hearings,
one-on-one meetings, etc. They agree on strategy and
message, need for scientific expertise and timing.
2. Field staff notifies State Activities Division
headquarters (SAD) of witness needs and dates.
3. SAD establishes avaiLabilitv of.witnesses directly
with coordinator at the Center for Environmental Health
and Human Toxicology (CEHHT) and/or ACVA. Witness needs
are entered on scientific witness schedule distributed
at least once a week (more frequently as needed).
4. Issues management staff (IM) in Public Affairs is
notified of SAD witness needs by way of the witness
schedule, which will be distributed to Public Affairs
and SAD staff, CEHHT, ACVA and field staff.
5. FoLlowing a scientific witness appearance, SAD'
reports results as they are received to IM staff.

1. Federal Relations Division (FRD) reaches agreement
on need for scientific witnesses for testimonv aadlor
briefings.. FRD notifies IM staff of requirements.
2. IM coordinates provision of appropriate experts to
FRD through CEHEiT. At the same time, IM notifies SAD of
FRD needs; FRD requests will be included in scientific
witness schedule distributed by SAD.
Public Affairs Briefings
1. IM staff identifies need for scientific and/or
ventilation experts for one-on-one briefings, seminars,
workshops, etc.
