As reported earlier, the Subcommittee on Taxation & Debt
Management of the Senate Finance Committee will hold hearings
September 10 on the federal cigarette excise sunset. The time
has been changed to 9:30 a.m.
As with the Ways & Means Committee, Horace Kornegay will
represent The Institute. His oral and written statements are
attached for your information.
The Administration will support the sunset but will incorporate
its testimony in a more comprehensive statement to be delivered
before the full Committee (Packwood) later in the week.
Senators Helms, Warner and Ford have agreed to testify in favor
of the cunset. Senator Durenberger and Cong. Tauke may testify
on the other side.
The Tobacco Growers of North Carolina and tobacco distributors
from Rhode Island and Oregon are also expected to appear.
Governor Collins of Kentucky has asked that a representative of
the National Farmers Organization of Kentucky appear in her
place.
Economists on both sides of the issue are expected to testify.
The Smokeless Tobacco Council will testify with respect to
potential excise taxation of their products.
To date, officials of the following groups have been rejected:
the Retail Tobacco Dealers of America, Citizens for Tax Justice,
National Caucus of Black State Legislators, the California and
U.S. Hispanic Chambers of Commerce, the National Vietnam Veterans
Coalition, and the American GI Forum. All will submit statements
for the record.

The anti-smoking viewpoint will be represented by the American
Medical Association; the American Association of Retired Persons,
the Coalition on Smoking OR Health, Dr. Kenneth Warner of the
Midwest Health Care Group, and the American Public Health
Association and the Rhode Island Department of Health.
We will keep you apprised of the situation as it develops.
