MEMORANDUM
MR. J.R.--CHERRY:
July 24, 1984
The only matters at the State Activities Policy
Committee meeting of July 20 which are not otherwise the
subject of separate memoranda to you and others, and
which warrant your knowledge are as follows:
1. I strongly encouraged reexamination of the need
for detailed minutes of the Committee's meetings, and
suggested -'if anything is required - summary minutes.
Temko seemed delighted; everyone else yawned.
2. Ken Wells expressed his view that important
legislative campaigns (Texas, Suffolk) should be
formulated and led by local lobbyists - with the State
Activities Committee actively engaged, before the fact
and during the campaign, in planning and strategy - much
as in the California campaigns. Scott proposed doing
this through more frequent conference calls. (Wells
even thinks that the local lobbyists should be the
active point men in contacting and educating companies
on smoking in the workplace matters). I urged that the
State Activities Department, which had only been
reorganized for less than a year, be given some running
room and be allowed to function without company partici-
pation in every matter. There was no resolution of the
issue - the discussion just ended. I suspect it is not
a closed issue with Wells.
3. A budget proposal for State Activities for 1985
will be presented at the next meeting - on September 8.
