Abstract

States "the public smoking issue is one of our most frustrating -- and certainly our most difficult -- challenge," and adds that author is "especially pleased to be able to report the following news from this past week:"1. Veterans of Foreign Wars resolution "opposing Congressional efforts to restrict smoking in Department of Defense and veterans facilities"; 2. postponement of smoking ban on Maryland's "Chessie" railroad system, and the lifting of a smoking ban on Muse Airlines; 3. receipt of first monthly staff report "on the progress of our workplace and restaurant 'voluntary policies' efforts" listing "quality contacts with 32 businesses, unions, and other organizations as well as eight state restaurant associations."

Therefore, I am especially pleased to be able to report the following news from this past week: 1. On Thursday, the 2 million-member Veterans of Foreign Wars (Vra) adopted a resolution (attached) at its national convention opposing Congressional efforts to restrict smoking in Department of Defense and veterans facilities. The resolution will be distributed to all Members of Congress and will guide the VFW in its government relations efforts. At our meeting yesterday, I mentioned the expense of using specialty consult-ants to expedite coalition work. This is a good example of the results that can be produced in this way. 2. In Maryland, the "Chessie" railroad system had planned to ban smoking on all commuter cars beginning September 1. In response to a strongly negative commuter reaction, we understand that the effective date of the ban has been postponed "indefinitely." :> Also in the area of public transportation, we have learned thac Muse Air is seriously considering eliminating its smoking ban. Muse, which was purchased by rival Southwest Airlines earlier this year when it announced financial trouble, attributes some of its problems to the smoking ban, which eliminated up to one-third'of its potential market. 3. On Tuesday, the Communications Committee and State Activities Policy Committee received the first of what will be monthly staff reports on the progress of our workplace and restaurant "voluntary policy" efforts. To summarize, this report"lists quality contacts with 32 businesses, unions and other organizations as well as eight state restaurant associations. (Since the report"was written, we have recorded 12 more business contacts and another one with a state restaurant group.)

While I am pleased with these results, I am especially gratified by the good teamwork that resulted in these achievements. Thank you for your continued support.
