San Diego, California Transit Ad Ban
At the September 26 Policy Committee meeting, questions were raised
about (1) recent action before the Chicago City Council on tax matters
and (2) whether or not a new tobacco advertising ban ruling on modes
of transportation had been initiated in San Diego. Listed below are
responses to these questions.
Chicago Taxes
Attached is a newspaper clipping which outlines the Chicago City
Council votes to raise the property tax $80 million in order to cover
a shortfall in the 1987 budget. A 5-cents-a-gallon motor fuel tax was
also approved and will raise as much as $27 million.
During debate before the City Council, increases in the cigarette tax
were not discussed. This is one of the few times we have been left
out of budget discussions.
San Diego Transit
There are two major transit systems in San Diego City and County: the
San Diego Transit Commission and the San Diego Trolley System.
The Board of Directors of the San Diego Transit Commission has
prohibited political, distilled spirits and tobacco advertising on all
public buses since August 10, 1972.
The San Diego Trolley System has accepted no advertising at all since
its inception, but has prospectively (in case it does decide to sell C~o
advertising) adopted a policy similar to that of the Transit ~
Commission. tV
