This Is done pursuant to an industry agreement with the Federal Trade Commission entered into more than thirty years ago. That agreement provides for the use of a standard testing methodology approved by the FTC, so that consumers can compare test results between different brands. The standard test uses a smoking "machine" which analyzes the constituent elements of the smoke as the machine draws it from the cigarette. In the decades since, the FTC has not approved any modifications to the standard test methodology, nor has it approved any alternatives. Nonetheless, in May 2000, the FTC issued a Consumer Alert relating to "low tar" or "light" cigarettes, which cautioned that the numbers derived by Its approved test "do not represent the amount of tar and nicotine a particular smoker may get.", According to the FTC, there are two issues. First, many "light" cigarettes have very small vent holes In the sides which allow air to dilute the smoke In each puff. Smokers may unknowingly cover these holes when holding the cigarette, resulting in them getting more tar and nicotine than the test shows. Second, according to the FTC, "Smokers of lower nicotine cigarettes tend to compensate for the lower nicotine by taking deeper and more frequent puffs than they would from a regular cigarette." The FTC's conclusion: "Smoking'iow tar' or'iight' cigarettes does not eliminate the health risks of smoking. If you're concerned about the health risks of smoking, stop smoking." The high price paid for organic tobacco not only encourages farmers to think positively about sustainable agriculture as an alternative to conventional agricultural techniques, it also offers them an opportunity to maintain the economic viability of their small farm holdings by converting to organic production. Certified organic growers work with nature instead of against it. New organic growers are amazed at the pest control they get from beneficial insects like predator wasps, lacewings, and ladybugs. Our organic growers realize that fields rendered sterile through the use of agricultural chemical applications are actually expensive liabilities. Once harvested, organically grown tobacco is cured in traditional curing barns before being placed in warehouses to mature for two to three years. We are careful to ensure our organic tobacco remains free of contaminants throughout its warehousing and processing phases. This leads to higher crop yields and more acreage compared to organically grown crops, which are more likely to suffer damage from pests. Samples from PRC crops are lab-tested to ensure the "residue-clean" nature of PRC tobacco. Organically grown tobacco has no testing standard, and Is certified organically grown because of the chemical and fertilizer-free methods used to grow it. In late 1998, SFNTC agreed to join the Master Settlement Agreement negotiated by the major tobacco companies and the National Association of Attorneys General. This agreement was designed to settle numerous individual state lawsuits that had been brought against the major tobacco companies. While most small tobacco companies, such as SFNTC, were not the target of these lawsuits, the provisions of the Master Settlement Agreement made It almost impossible for small companies not to join the settlement. One provision of the settlement document prohibited tobacco companies from using a tobacco product brand name or logo on a non-tobacco product.
