I "This kind of government encroachment is disappointing and ' frightening; ' said H.A. "Humpy" Wheeler, one of several racing execu- Bves to lash out yesterday at Clinton's .. anticipated curbs, especially a ban on ~ brand-name cigarette advertising at sportingevenls. Theedvertising prohibition could create significant changes on the fast- growing NASCAR Winston Cup cir- cuit, which has had R.1. Reynolds Tobacco Co. as its primary sponsor since 1971. "1 don't even want to think about what we do if thls would happen; " said Wheeler, president and chief executive officer of Speedway Motor- spauts Inc., which either owns or holds an interest in five major stock-car tracks. . Reynolds backs a yearly points fund for drivers, worth $4 million. The fund . sponsors races such as the annual all- star even4 tha $1.1 million running of The Winston Select. It also sponsors the carZrBiarby IhnmX Spencer and contributes to conswcuon and spon- sorship projects at virtually every track on the circuit. Jim Hunter, president of Darlington Raceway in Darlington, S.C., ques- tioned how banning advertising at sporting events would help accom- plish Clinton's stated objective of . curbing teen-age smoking. "I have no argument and I have no problem at all with making cigarettes as unavailable to underage people as possible," he said. "But to think you're going to cut off the supply if young people want to do it is just cmzincss •' Reynolds spokesman Chris Powell pointed to a recent GallnP Poll that dealt with several smokmg-related issues, including why people start. "Advertising did not even rate as an answer; " Powell said. "It got zero percent as a reason for starting smok- ing among adult smokers who were . asked, whereas family mfluence and peer influence led the {vay." en The proposed arrbs by the federal r~ government raise questions a.bout ~ Reynolds'-willingness'to cdndnae its^ n financial commitment to the Winston Cup circuit, which is enjoying record °; attendance, purses and TV ratings. r~ The Winston-Salem, N.C: based ' company will not divulge the extent of its financial Involvement in the sport, but various sources have placed it in excess of $10 million annually. ,

Motorsporlts spon_so_r.s: could go up in smoke By DAVE KALLMANN of the Journal Sentinel staff The timing is astonishing. This weekend, stock-car fans will focus on Dale Jarrett and his run for the WitJ~ton Select Million bonus. Just eight days ago, President Clinton an- nounced the adoption of tobac- co advertising restrictions that could eliminate the bonus. But local racetrack marketer Dick Stabler, whose job it is to worry about such things, says motorsports fans shouldn't lose sleep over the proposed restric- short tracks around the country. Phillip Morris, through its Marlboro brand, is the primary sponsor of Roger Penske's two- car IndyCar team with a price of nearly $20 million. ' The potential disappearance of Marlboro money might have 'the nJost noticeable impact on Wisconsin, because the compa- ny is a "category sponsor" at both Road America and the Mil- waukee Mile. Category sponsors enter into agreements to be a track's ex- clusive supplier of its particular -type of product such as tobacco, tions Just yet. "The reality of it is the legal battles are going to take years," : said Stahler, whose suburban ! Chicago firm, Pinnacle Market- i ing, represents, both the Mil- waukee Mile and Road Ameri- ; ca. "Clinton may not be in office '. when this happens, if it ever 'i eaturdal does." ; Last Friday, Clinton formally agreed to adopt Food and Drug j Administration regulations that would limit the advertisin~g of ~ tobacco pioducts. The class'~fica- tion of cigarettes as devices that deliver a drug, nicotine, gives such regulatory power to the FDA, the agency said. The rules include requiring that advertising in magazines read by teenagers and bill= boards be black-and-white, re- X iring photo identification for e purchase of tobacco prod- ucts and banning cigarette brand-name sponsorship of sporting events, teams and race cars. Some restrictions would begin in six months; others, such as the ban on eventspon- sorship, would not take effect for two years. The tobacco industry is esti- mated to spend more than $100 million in auto racing in the United States. For example, R.J. Reynolds pumps $6 million Into the points fund for the NASCAR Winston Cup Series and spends nearly as much again with its Smokin' Joe's sponsorship of Travis Cart- er Racing. The company also has a presence at hundreds of Milwwlae, WI Journal Sentinel Mllweuku Md 8rao D 809,187 AUG 81, 1996 N5784 11.a~/ Y®©PRESSCLlPPlNGS or vehicles (Ford at the Milwau- lree Mile, Toyota at Road Ameri- ca), beer (Miller at both tracks) r even newspapers (the Mil- aukee Journal Sentinel at the ile, the Chicago Tribune at oad America). Although Stabler would not ivulge the value of the Marl- oro sponsorships, they are be- eved to go for about $100,000, addition to the actual money, arlboro billboards are used to romote the IndyCar races at oth tracks. The official stance of IndyCar end NASCAR has been to wait and see *hat happens to the regulations once the legal fights begin. Obviously, if tobacco money were to disappear, the face of auto racing would have to change. But Stahler expressed opti- mism that the current threat is nothing more than election-year politics. "If tobacco went away tomor- row, it would be a shock to the business, just as if beer or auto- mobiles went away," Stabler said. "But would it be fatal? No." a

(How is it that a youth would not be corntpteAbyJneCamel inCifebut dmie in by a MaAboro Man in Glanmur?)' Given that Ganner is a journalist - and one of the most respected by those in the pro fession-it's not surprising perhaps Ihat he would be so adamantly opposed to new regu- lations that will restrict tobacco advenising. But he happens to be right. Restdcting advertising, spous sponsor- ships and various tobamo-sponsored promo- tional efforts will not keep kids from smoking. Are European kids less likely to smoke because Formula I cars cadt show their tobacco sponsorship in sonre countries? I doubt it. If youdon't want children to smoke, make it next to impossible for kids to buy cigarettes by enforcing existing laws. 7hke the vending machines out of areas that can't be monitored. ' Shut down businesses that sell smokes to rninors. Make cigarettes more expensive by increasing the taxes that sntokcrs pay. Eannark pan of tho,ce tax revenues for anti- lobacco advertising, part for health care aad part for educational efforls aimed at children. Education and simple economics, more than anything, will keep kids from becoming smokers.
