In a move that could potential-
ly put the brakes on a multimil-
lion-dollar annual paycheck from
the tobacco industry, the motor
racing industry braced itself
amid reports that President
Clinton would reveal plans Fri-
day to allovi the Food and Drug
Administration to regulate
tobacco as an addictive drug. '
One of the key areas of con-
cern is a proposed regulation
that would restrict advertising
and curtail tobacco company
sponsorship of programs such as
the Winston Cup stock car rac-,
mg series, the National Hot Rod
Association, Winston Drag Rac-
ing series and Mariboro's spom
sorship of Indy ears and races.

The timing is astonishing.
This weekend, stock-car fans
will focus on Dale Jarrett and
his run for the WitJ~ton Select
Million bonus. Just eight days
ago, President Clinton an-
nounced the adoption of tobac-
co advertising restrictions that
could eliminate the bonus.
But local racetrack marketer
Dick Stabler, whose job it is to
worry about such things, says
motorsports fans shouldn't lose
sleep over the proposed restric-
short tracks around the country.
Phillip Morris, through its
Marlboro brand, is the primary
sponsor of Roger Penske's two-
car IndyCar team with a price of
nearly $20 million. '
The potential disappearance
of Marlboro money might have
'the nJost noticeable impact on
Wisconsin, because the compa-
ny is a "category sponsor" at
both Road America and the Mil-
waukee Mile.
Category sponsors enter into
agreements to be a track's ex-

Last Friday, Clinton formally
agreed to adopt Food and Drug j

FDA, the agency said.
The rules include requiring
that advertising in magazines
read by teenagers and bill=
boards be black-and-white, re-

brand-name sponsorship of
sporting events, teams and race
cars. Some restrictions would
begin in six months; others,
such as the ban on eventspon-
sorship, would not take effect
for two years.
The tobacco industry is esti-
mated to spend more than $100
million in auto racing in the
United States.
For example, R.J. Reynolds
pumps $6 million Into the points
fund for the NASCAR Winston
Cup Series and spends nearly as
much again with its Smokin'

lations that will restrict tobacco advenising.
But he happens to be right.
Restdcting advertising, spous sponsor-
ships and various tobamo-sponsored promo-
tional efforts will not keep kids from
smoking. Are European kids less likely to
smoke because Formula I cars cadt show
their tobacco sponsorship in sonre countries?
I doubt it.
If youdon't want children to smoke, make
it next to impossible for kids to buy cigarettes
by enforcing existing laws.
