Jimmy Carter established the Center at Emory University as a
place where issues of international importance-could be discussed
in a non-governmental, non-partisan atmosphere. It is designed
to be an international research and education center focusing
on such issues as human rights, Latin American and Soviet
studies, international arms security, and health. The Fellows
periodically stage seminars which draw participants from around
the world. Foege, the executive director and an active anti-
smoker, was previously affiliated with the Surgeon General's
office, Centers for Disease Control (CDC), and the American
Public Health Association.
Foege directed a national health consultation group in 1984 to
discuss preventable illness, injury and premature death. Former
Surgeon General Jesse Steinfeld headed the sub-group responsible
for developing recommendations aimed specifically at the tobacco
.industry.
Although the Carter Center has an anti-smoking stance, it is
involved in numerous other activities and does not have the
single-minded focus of an organization like GASP.
