EXCISE TAXES
e The Lt. Governor of SOUTH CAROLINA ruled that a senate
amendment to increase the cigarette excise tax by 5e,,
(from 7(,' to 12(1,) was out of order. This ruling
eliminated the last potential cigarette tax bill in
SOUTH CAROLINA for 1990.
INITIATIVES
Proponents of an initiative to increase the COLORADO
cigarette excise tax by 25~: (from 20(~, to 45(~) are
planning to appeal an Administrative Law Judge's
- --- - -
ruling. The ruling upheld the Secretary of State's
determination that proponents failed to collect enough
valid signatures for the proposal to be on the November
ballot.
SPECIAL SESSION
The MONTANA legislature completed its special session
without enacting any measure impacting the tobacco
industry.
SMOKING RESTRICTIONS
Twelve bills have been introduced in the DELAWARE House
by anti-smoking activists. The bills are intended to
reduce the number of youung people who smoke and pro-
posals range from raising the legal age for purchasing
tobacco products to increasing the cigarette excise tax
by 50 (from 140 to 190). The DELAWARE legislature will
conclude its 1990 session on June 30.
