Dear Frank:
I am writing to petition for the Food and Drug Administr:+.*.ion to regulate as
a drug the proposed R.J. Reynolds Tobacco Company';, "smokele-c" cigarette.
I realize full well that the FDA does not usually consider traditional tobacco
containing products as being under its jurisdiction. Hasn't the time come
for the FDA to change its unrealistic and unscientific posture? This "smokeless"
cigarette is not a traditional tobacco item and FDA regulation is required
so that more stringent testing is e nsured before it is marketed to the general
public.
As former Director of the National Center for Health Statistics and current
researcher in the area of the "Economic Costs of the Health Effects of Smoking"
(see enclosed reprint), I feel strongly that FDA regulation of RJR's proposed
nicotine delivery system is essential to prevent yet another addictive and
fatal product from being introduced that affects the lives of millions of
people.
