These findings are greatly alarming to us. We respectfully
your assistance as chairrman' of the comm.issio'n responsible for
correctir_g deceptive or unfair trade przctic65 to direct the
Federal Trade Commission to begin negotiitions with the rajor
tobacco manufacturers and their advertising fiz;r.s to i.nitiate'
a voluntary agreq~n- ent regarding cigarette advertising. This

it is our contention that the enactment of a voluntary
advcrtising code of this type would correct an advertisiag
trade practice that for too long has contributed to numerous
debilitating illnesses, and would be of vital importance in
furthering the health and general welfare of our nation's
