EC ACTION PROGRAMME AGAINST CANCER
The Resolut/6n adopted by the EEC Council of Realth
Ministers," F,~y 30, 1986, has now been published in the
Offi~a'l Journal of the European Communities dated July
23, 1986. A copy is enclosed.

Internal Workin~ Groups
The Co~uission has now set up seven Internal Working
Groups, each covering one of the seven priority action
areas identified in the Resolution. These are:
- Tobacco
- Chemical Substances
- Nutrition & klcohol
- Prevention/Early Diagnosis
- Epidemiological data
- Health Education
- International
Collaboration

The work of these Internal Working Groups is to be brought
together by a "Coordination Group" under Co~nissioner
~tarin, with W~nsieur R/chonnier of his Cabinet acting as
head of its secretariat.

Contact between the Expert Working Gro~~ and the
Coordination Group
The Expert Working Group set up one year ago, made up of
non, hated experts from Member States, will also continue
to meet. It last met in Rome on ~my 29, 1986 and is next
scheduled to meet in November, probably on the 18th and
19th. The Expert Working Group will be in touch with the
Con~uission's "Coordination Group" for the purposes of
exchanging information.

5. The Con~nission (p~rticularly OGV] will also consult with
the civil servants in the EEC Member States, but only on

to point out that they do not wish individual Member

Our consultant, on whose information this letter is based,
reports that whilst the Con~nisslon does not intend holding
any formal consultation, he has been informed that they
would be prepared to recelve an~ useful inform~atlon---IH-
writin_~. This should be paSSed either to Dr. ~nnett of
w~o keeps closely in touch with the Internal Working
Groups, or to Monsieur Richonnier (see para 3 above).
Con~ission officials have emphaslsed to our consultant the
need for speed. The target date for the completion of
this progrannne of work is now the end of 1986, and it is
anticipated that it would be difflcult to take on board
any further information beyond the end of September. It
has been suqqested, therefore, that early September wou-~
be a useful period for contact, and rece~t------~---~F-m-ate--~a-~,
immediately following the August holiday period.
Mr. Simpson will be writing separately about these
important developments to the Chairmen of the Task Forces
established by the European NMAs.
