EEC ACTION PROGRAMME ON CANCER
The EEC Action Programme on Cancer has been gaining momentum
over the last few months and I thought you should be aware of
developments.
At the Milan Summit the French suggested a European programme
against cancer and the issue was referred to the Foreign Affairs
Council for swift action. A working party of experts was set up
and a proposal drafted which urged co-operation with
international and national organisations working in this field.
One section is devoted to tobacco, "cigarette smoking is the
principal single factor causing lung cancer etc" and the
Commission will assess the impact of measures already taken by
member states with a view to proposing harmonisation of
regulatory provisions and co-ordinating support action as well
as working with the World Health Organisation and the
International Agency for Research into Cancer.
At the press conference following the meeting of the experts,
tobacco was identified as the cause of more than one-third of
known cancers and anti-smoking activity in the UK and
Scandinavia was suggested as a model for wider action.
BATCo are monitoring developments through their EEC Consultant;
BATIG are likewise keeping the issue under scrutiny and refer to
the enhanced activity of the WHO this year.
The significance of these recent developments is that there have
been attempts for some time to set up a Community Programme on
Public Health which have always foundered; this current move has
the backing of the Council of Ministers, specifically targets
cigarettes and is moving very quickly.

It is quite cle~- from the attached that the campaign against cancer
at Community level - and the anti-smoking aspect of it - is gathering
momen%'um. I hope that the list of experts will prove useful information
for you by giving the names of the originators of proposals, for the
future. It might prove difficult for Member States to be arguing agains:
almost anything proposed at meetings in furtherance of objectives which
appear on the face of it to be in the interests of all. I stress again,
however, that what is happening cannot be described as just another anti-
smoking campaign. It is both more and less than that.

1. You will recall that the Commision has declared that it wishes to
see implemented a programme intended to pre~_nt cancer.

AS part of its programme aimed at preventing career, the Commission
has ~ an ad boc ommittee of experts ~ task is to imm~tigate
areas where Commun/ty action might be possible in tenus of assisting
prevention ~nd research. The Wonk.Lng Grcup is also ~esidering an
information campaign and campaigns a~ainst smok/ng and other alleged
causes of cancer. ~ Working Group is also considering research
into ~w methods of detection and treatment, cc~:~ration between
research centres in Europe, Impels in the training of cancer
specialists, and means of obtaining better infon~ation for research
and planning purposes.

Press Conference "Euro~ ag~nst Cancer" (P. Vinth.-r)
In the context of a meeting of cancer exnerta in Brussels
today (see TP(86)31) • joint areas conference was given by
Prof. TUBLJ, NA (F), P~or. VEP, ONESI (I), Director General
DEGIHB[ (DG V), and Director Genera], FASEtLA (DG XIZ).
Prof. VERONESI who chaired today's meeting gave a brief
overview of the present situation in Europe as far as cancer is
concerned ~Ich is ceractecised by increasing morbidity and
aortallty, but also by me jar imorovementa in cancer trestsent.
However, complete ~ientific demonstration of some tumors Is
needed to bring about an increase in the curability rats for
car tJJJ~ callcer s.
The pu¢pose of the meeting today was to look for new
horizonm In ord6r to solve the cemcer problem. A n~ber of
public efforts wLll be'requLred Jn the areas of Information
as well as education and tzalning. Tremendous gLos:snd
differences exist between Hember states In this last aces.
It must be realized that cancer is not one
dl~ase but a group of different diseases albeit wlth the Nee
connotation. Detection possibilities vary greatly between the
different types of cancer.
At present the overall curability rate Is about 45:, golng
from almost 0~ For some forms of c~ce~ to close tO 100~ for
others. With our present knowledge, approximately 40Z of all
carets ere beyond poasibte control, but major research efforts
should be launched to overcome also these 40~,.
Prof. TLBIANA addressed himself to ~#~y m concerted European
action to combat cancer is .r~eesaary.
Tobacco is the cause of more than one thlzd of knom cancer
cases end actions In this area could aim at legislation on
tobacco commercials and the designation or =no rooking zones" in
~eaa accessible to the public. Here the CommunLty dimencton
is needed For legLslation on e.g. approval md m~zketlng of
d~ugs, Fo~ pooling certain aspects of nation~l research
progresses as research in Europe is too fragmented. The ~etttng
up of (~here they do not yet extst) and cooperation between
ranter registers could help tremendously in obtaining mote
in,erection on cancers and the~ possible catrsea.
Recommendations should be worked out telling the publle how
