On 5/11/94, representatives of the Congress Research Service criticized EPA's January 1993 report designating passive smoke as a carcinogen, and said in Senate testimony that statistical evidence does not appear to support a conclusion that there are substantial health effects from passive smoking (WP 7/25/94).
