Action Against Access
(Voluntary market/ad restrictions) Frequently referred to in the documents as AAAAction Against Access was Philip Morris' program that included both legislative and non-legislative actions ostensibly aimed at preventing youth smoking. It was employed as a "pro-active" approach to get weak, ineffective and/or and counterproductive legislation on the books at the state and local levels, and to avoid stronger sales to minors provisions. It combined PM advocacy of minimum age laws with the "It's the Law" retailer program and advertising bans already in effect.
