Dr. Michael McGinnis was director of U.S. Public Health Service Office of Disease Prevention and Health Promotion circa 1994. He published a study with Foege in JAMA circa 5/94. Tobacco causes 19 percent of all deaths (400,000 per year), per study by Dr. William H. Foege and Dr. Michael McGinnes (AP 6/13/94).
