James A. Goold worked for Covington & Burling. (PMI's Introduction to Privilege Log and Glossary of Names, Estate of Burl Butler v. PMI, et al, April 19, 1996). He was an attorney representing the Tobacco Institute circa 1994 and he worked on the Fire Safe Cigarette Act of 1990 (FNS Daybook 6/16/94).
