Joycelyn Elders, M.D. is the Surgeon General of the United States under Clinton from 1993 to present. (Dallas MN 1/12/94). "I'm not sure they would have to ban [cigarettes], but I certainly think [the tobacco manufacturers] would have to say cigarettes are addictive, we'd have to tell people that they kill, they would need to know the ingredients so they could make a decision about it," on Face the Nation 3/27/94.
