(Surgeon, National Heart & Lung Institute, Director (1968-74)) Denied that smoking caused lung cancer in 1976, admitting only that it was a risk factor and that there was no general agreement between scientists.Dr. Cooper was Director of the National Heart and Lung Institute (1968-'74); Assistant Secretary for Health of Dept. of Health Education & Welfare ('75-'77); Dean of Cornell University Medical College ('77-'80); and Chairman of the Board and CEO of The Upjohn Co. ('80-'93). He was also a Trustee of the Naylor Dana Institute of the American Health Foundation ('79-'81).
