Jeff Bingaman is was a U.S. Senator in 1991. He sponsored an amendment which would have ended a taxpayer subsidy of tobacco products in military commissaries by raising their prices to levels in civilian stores. The Senate voted down the amendment (PCHRG Contributing 10/93).
