Procedure for Controlling F.T.C. Delivered Tar
Abstract
Procedure for actions to be taken when a brand exceeds the outside control limits for FTC delivered tar. Departments assigned to assess cause and scope of problem, course of action, production and testing of samples, specification changes, and production and implementation of changes. Changes may consist of altered filter RTD (resistance to draw) for small adjustments in FTC tar, paper changes for larger FTC tar deliveries, and dilution changes (for those brands already having dilution). Changes in RTD and dilution to require approval of company management.

4. Incoming Materials
If the probable cause of delivered tar variations appears
to be variation in incoming materials then Operations
Services and Q.C. will meet with Purchasing to determine
whether an approach to the supplier is warranted.
5. Specification Changes
Changes to the cigarette specifications will be
implemented with Richmond Management approval except
as noted below and with the restrictions noted'below.

Changes will be limited to three areas:
a. Filter R.T.D. will be used to make small changes
to the F.T.C. tar delivered. No adjustment that
will move the filter plug R.T.D. more than _+ 0.5
inches from the base specification will be made.
b. Paper Changes will be limited to a maximum of one
grade 'step at any time. These changes will be
used to make larger F.T.C. delivered tar changes.
c. Dilution Changes will be restricted to those brands
already having dilution. The changes will be
implemented by either changing plugwrap porosity
or size and number of Hauni dilution needles.
Combinations of these three types of changes may be used
to achieve the necessary results. Filter tow changes
and the addition of dilution to a brand will not be made
without New York approval.

Changes which do not require a change in the materials
used can be implemented rapidly, less than one month.
Initially, samples will be produced but as experience
is gained these will be discontinued.
A material change will normally take longer. A small
brand using existing materials could normally be changed
in less than one month. A larger brand or one using
special materials., e.g: Marlboro,.Va. Slims, would
require manipulation of inventories and supplies. It
will be the responsibility of Operations Services and
Purchasing to organize the timetable for changes and
planning will start as soon as an initial problem is
identified.
TEST MARKET PRODUCTS
1. Initial production will use the Preliminary Specifications
submitted by K& D. If an entirely new item, e.g. tow
or paper, is required then production samples will be
made prior to ordering large quantities of that material.
2. The initial results will be compared to a target F.T.C.
tar. This target will be supplied by New York.
3. As with regular production cigarettes, when a brand or
brands fall outside their respective tar delivery limits
corrective actions would be implemented as stated in
Item #3 above.
