Thank you for your letter of 2nd' March, 1982.
Cocoa is in continuous use as tobacco additive for the treatmnent of the
burley part of the so-called American blend. This applies to cigarettes
manufactured in the United States, in~Europe and elsewhere in the world.
The results of the NCI study have been~received with great scepticism by
the scientific community and consequently no change in the practice of
including cocoa in the formulation of casing for burliey tobaccos has
occurred.
As far as I know, cocoa:is in widespread~use by most companies who produce
blended cigarettes.
