I have been advised by the Iowa Department of Revenue that we
will no longer be permitted to use sample packs of six (6)
cigarettes within that state, regardless of whether or not such
sample packs bear tax stamps. The Iowa Revenue Department also
reiterated that all packs of 20 cigarettes used in manufacturers
promotional programs bear tax stamps to avoid complaints they
claimed to have received from the local trade and consumers about
the absence of stamps on such packs in the past.
I am seeking authorization from the Iowa Department of
Revenue to enable us to complete all sampling programs utilizing
6's currently underway within the state. Given the ambiguity of
the state's decision on this matter, I also hope to obtain
clarification on the status of sample 20's distributed within
Iowa by our sales force and through our street-sampling efforts.
Our ability to ship unstamped packs of sample 20's from our
factory to Iowa consumers is unaffected by this recent decision.
