In preparation for the release of the IARC study on ETS and lung cancer, currently expected to be in
mid
1995, and the inevitable pressure that will ensue for increased smoking restrictions, we are
preparing a
series of briefing papers for background information and advocacy in the pre- and post-study release
period.
Attached is a draft table of contents for the ETS and IARC Briefing Book. The information is
intended for
use both directly and through third party contacts (scientists, libertarian and public policy
groups) with key
targets in defence of' increased smoking restrictions. The papers will be cleared for use with
external
contacts.
These could include:
Government: politicians responsible for public health and social affairs issues
civil servants in health and social affairs ministries
Scientific Advisory bodies
occupational Health and Safety Committees
potential/existing allies: employers groups, unions, human resource groups, Horeca and transport
sectors
media (if authorised): scientific and social editors of news dailies and weeklies.
The Briefing Book is intended to include all the key information you will require in planning and
implementing our campaigns to mitigate the impact of the IARC study, particularly to guard against
unreasonable legislative restrictions.
You may have suggestions of other briefing notes that you would find useful.
We shall continue to send key studies, "good news" articles and other useful background or advocacy
material to support and update the "Briefing Book", which should be completed early autumn.
I hope to finalise the Briefing Book table of contents, on the basis of your input, at the next
field meeting.
