Expert opinions to be solicited by identifying, educating, and supporting indigenous, credible 3rd party spokesmen in the entire area of environmental toxicology & health, 2. Expert opinions will be created through sponsorship of local research in air quality (IAQ), inflight air quality (IFAQ), workplace environment questions, and scientific ETS areas. 3. Expert opinions will be channelled through general media and specialist channels, but also through events sponsored and/or created to promote the demand for 'and interest in air quality issues, i.e. workplace environment seminars, airline milieu conferences, ventilation conventions, and even workmen's study circles in these areas. 4. i ! THEABOVE APPROACH ASSUMES, THAT: 1. Correcting the ETS misconception offers an offensive tool in: - countering further spread of anti-smoking legislation; - countering recommendations and actions against smoking in public places, and at workplace; - building smokers' self-esteem; - getting Nordic NMA's to cooperate in Corporate Affairs issues. 2. The ETS question is a multi-issue challenge that can only be tackled through a multi-issue program. 3. The key to success is credibility, which in the Nordic area means that the tobacco industry has a low profile in stage I while working through other parties. 4. The tobacco industry can not fall into the trap of neglecting to correct misinformation, like in the ETS question, even in cases where other society problems like AIDS momentarily catch most of the headlines, and the attention of the social bodies of society. 68868ttUSZ 5

Cooperation established with ACVA, and also between ACVA and PM C.A. consultants, which act as ACVA consultants in Finland, and Sweden. ~,3.
