EP Appl. No. 82810145 - FTR1102. This application was
filed designating Austria, Belgium, Switzerland, West
Germany, Italy, Luxemburg, The Netherlands and Sweden.
The European Patent Office (EPO) has issued a
notification to pay the designation fee and submit an
Eng l i sh and German t rans l a t i on to con form wi th the EPO's
regulations. Upon request by Technical Development, the
designation fee has only been paid for the cigarette
machinery manufacturing countries, namely West Germany,
Great Britain, Italy and Switzerland. Translations are
submitted.
Skew Cut Filter. US Patent Appl. No. 72685 - FTR0068.
Tear Strip Filter. US Patent Appl. No. 829154 -
FTR0055. The US Patent Office (USPO) has recorded the
assignments and issued Notices of Recordation under Nos.
825827 and 879881, respectively. EP Patent Appl. No.
87305840.8. The result of our requested standard search
report has been received from the EPO, citing two
documents to be understood as technological background
only. We do not intend to amend the application at this
stage and will wait for the examiners comments.

Apparatus for Placing Pallets on a Loading Surface. US
Patent No. 4613032 - FTR1165 FWC. The USPO issued a
Cer t i f i ca te o f Correc t i on on 8 th December, 1987, for the
corrections brought to their notice.
Process for Reduction o f Nitrates and Nitrites in
Tobacco. US Serial No. 939758 - FTR790. The USPO has
Issued a patent on this invention and assigned patent No.
4709710.
Kidney Shaped Cigarette Packet - FTR0080. This design
application has been filed in the World Intellectual
Property Organisation (WIPO) designating all contracting
states and has been assigned No. DM1009679.
Additionally, this application has been filed as national
applications in Great Britain, Sweden and Austria and
assigned Nos. 1046183, 87-2586, 544143, respectively.
Tear Strip Filter. US Serial No. 829154 - FTR0055.
This case has been accepted by the USPO and the issue fee
has been paid by us. The examiner has raised some
formal objections (inventors address at the time of
grant). To avoid any further delay in issuing the
patent, a new statement has been submitted to the USPO.
Cigarette Filter. German Patent Appl. No. P2749947 - Ex
L&M270. The German examiner has brought up US patent
No. 3910288 (assignee Brown and Williamson) as prior art
to our new se t o f c l a ims . We mus t f i l e a response to
the examiners objections before 9th March, 1988.
Marlboro Queen Packet. The Finnish Patent Office has
issued the grant document on this application (British
priority No. 1033223) and assigned No. 10785.
Russian Design Appl. No. 41990. Instructions have been
g i ven to our Russ i an assoc i a tes to respond to the Pa t en t
Office, citing our closest prior art of conventional
hinged lid packets.
D-Alanine Treatment of Tobacco - FTR0081. The final
draft has been approved by the inventor and instructions
have been given to REDDIE & GROSE (R&G) to file this case
in the British Patent Office. R&G has been requested to
obtain an EPO search on this application.
Cigarette Paper Treated with Silicon. LAURENS SA,
Geneva, have put this cigarette on the Swiss market,
under agreement with SOCIETE JOB of France. Upon
request by Analytical Research, a search has been
conducted on our inhouse data base and INPADOC. No
relevant patents have been found, assigned to SOCIETE
JOB.

Cigarette Packet with Bevelled / Rounded Corners. A
meeting was held in Neuchatel attended by M/s
GRITSCHNEDER (of our German attorneys ABITZ et al),
TSCHUDIN and MOELLER. All relevant documents known to
us up to date were discussed and Mr. GRITSCHNEDER was
reques ted to commen t on the FOCKE and REEMTSMA pa ten ts,
which could be of importance to our Multifilter hinged
lld cigarette packet to be launched in Italy. Mr.
GRITSCHNEDER's comments have been received and copies
have been given to all concerned.
Method and Apparatus for the Production of a Cigarette
Packet. FTR1184. The Italian Patent Office has issued
patent No. 1179793 for this invention, based on the
British priority.
Automatic Loader for Filter Testing Machine. EP Patent
Appl. No. 0242 490 - FTR0065. Cigarette Firmness
Tes ter. EP App 1. 795173 - FTR0059. The dra f t of our
manufacturing agreement is being revised for approval.
This agreement will be signed between FTR and HUGUENIN et
al, La Chaux-de-Fonds, as soon as it has been approved by
all concerned.
Cigarette Packet with Rounded Edges and Curved Lid -
FTR0069. Cigarette Packet with Rounded Edges and

Base Surface - FTR0071. The national design
applications and cautionary notices have been filed for
these cases in Norway, Finland, Sweden, Yugoslavia,
Denmark, Great Britain, Saudi Arabia, Algeria, Bahrain,
Kuwait and Bulgaria, claiming the priority of
International Design Appl. No. DM108518.
Slide and Shell Packet. Canadian Patent Appl. No.
494427 - FTR0053. The notification of allowance has
been received from the Canadian Patent Office. Our
Canadian associates have been instructed to pay the issue
fee.
Process and Apparatus for Opening Bobbins - FTR0082. A
first draft o f this application has been received from
BOVARD, Berne. As soon as it has been reviewed and
approved by the inventors, it will be filed in the Swiss
Patent Office. An EPO standard search will be
requested.
Process and Apparatus in Fabrication and Testing
Cigarettes. The draft of this application has been
received from R&G. It is yet to be decided whether to
file a patent application or to restrict this case to
mere publication only.

WednesdaL_6th : HGA - Meeting of the TAC Research Committee.
The Committee dealt mainly with the problem of how to
accomplish all the different tasks, which range from
providing detailed background work in the ETS area, to
giving reliable and solidly documented information / advice
on subjects, which fall into many different specialised
fields (statistics, pharmacology, toxicology, agronomy,
etc.). No solution has yet been found, but some interesting
proposals were discussed. HGA/HER/PIC and Dr. M.C. BOURLAS
met privately with Dr. SPRINGALL, Imperial Tobacco, who has
launched a personal initiative to solve the "Barclay Testing
Problem" with the British Standards Institute (BSI), and
with ISO. His idea is quite similar to the original German
approach, which, for the time being, has been put on ice.
He aims to arrive at a declaration of tar and nicotine,
which is more realistic (higher) than the one obtained when
applying the DIN Vornorm. We are not going to hold him back
and are going to ensure, through appropriate lobbying with
all the other players, that he gets maximum support. If he
fails, we have the "Vornorm approach" as fall-back position.
It is quite good that, for once, it is not Philip Morris who

Thursday _ 7 th : HER - Vi s i t to R. KROEGER o f REEMTSMA to
discuss T. SPRINGALL's formula. As Mr. KROEGER is a very
active member of WG6, he could be of vital support in having
th i s formu l a added to the agenda. He was i n favour o f the
version which focusses on the product only. The German
tobacco industry, before deciding for the "DIN Vornorm", had
envisaged a similar solution. As they realised, however,
tha t a 1 1 approaches o f th i s type need human tes t pane 1 s in
order to take into account the morphology of human lips,
they had decided not to pursue this approach for the time
being and to settle for the simplified procedure as
contained in the "Vornorm". However, the exact method is,
at least in formal terms, a draft DIN Standard.
Monday_11th . IAM/P1C - Meeting in Brussels with Prof. J.
LENGES, Ms. DE WEGHE (both from CERIA) and H. Fauville (PMB)
to discuss the first results of the experimental study
carried out at CERIA, which were not as expected. It was
expected that the tar and nicotine deliveries obtained would
be lower in the experiments where cigarettes with
overtipping were smoked by humans. These experiments were
carried out in correlation with the Barclay issue in
Belgium. Prof. LENGES confirmed his application to the IBN
(Belgian Standardisation Institute) to attend the next
meeting of WG6 of ISO TC126. He also agreed to participate
at the BEIJING meeting of ISO TC126.
Tuesday_12th : lAM - Meeting in Brussels with Prof. FONDU
(Institut d'Etudes Europ6ennes). Prof. FONDU introduced
his new colleague Dr. UTA PRIEBE. A possible follow-up of
the work on legislation was discussed. Meeting with Dr. C.

1988. HER - Took part in a meeting with M. ETOURNAUD
(Cantonal Laboratory, Vaud, Switzerland) and F. LOPES. The
former was one of the authors of a study revealing the
channel occlusion of Barclay during human smoking. M.
ETOURNAUD was informed about the latest experimental work,
done with a PPA-like machine (constructed by Imperial Ltd.).
M. ETOURNAUD gave a complete set of the raw data on which
his publication is based. HER will analyse the data in
order to see whether some additional conclusions can be
drawn from it. We also learned that Dr. J.-D. AUBORT, who
is the Cantonal Chemist of Vaud and Mr. ETOURNAUD's boss
(the co-author of an important scientific publication on
Barclay), recently suffered a serious heart attack whilst on
holiday abroad.
Wednesday_13th : HER - Chaired an ad hoc meeting of the
CORES TA Pesticide Sub Group called to deal with specific
analytical problems linked to Dicamba. The meeting was
originally requested by Mr. LEN TOET of the Tobacco Research
Board in Harare, Zimbabwe. Mr. TOET, being virtually
isolated from the rest of the scientific world, wanted this
meeting so that he could catch up with the general state of
science on the subject.
ThursdaY__14th : lAM/PIC/ANB met with Mr. A. BOTTA, a
consultant in physics, in order to examine the feasibility
of a theoretical study on channel ventilated filters, which
would support and explain the experimental results obtained
with cigarettes equipped with such filters. HER - Took
part in a meeting of the ETS Working Group of the TAC in
London. The groups task is to consolidate the Industry's
knowledge in the ETS / lndoor Air Quality area. Specific
items were the lowering of detection thresholds for specific

analytes, in particular nicotine. Another subject of
discussion was the definition of a topic for further
research to be carried out by Prof. R. PERRY, Imperial
College of Technology, London. There is considerable
disagreement on this amongst the other companies. If no
consensus can be reached, Gallaher's, Rothmans, Philip
Morris and possibly Imperial Tobacco will just go ahead,
without the support of BAT, and suport further work at
Imperial College.
Friday_15th : lAM - Meeting in Lausanne at EEMA, Corporate
A ffairs Department with Messrs. J.B. ROBINSON; K. WARE, J.
BESQUES and B. BAROUDI on the subject of "Smoking and
Islam", to examine the possibilities of research in this
area.
Saturday_ 16th : HGA - Informal meeting in Gstaad wi th Dr.
JALAL ASHI, Deputy Health Minister of Saudia Arabia. Dr.
ASHI was accompanied by his wife, who of course did not
participate in the technical discussions, but who is a
confirmed Marlboro smoker. The Philip Morris group also
included Messrs. J.B. ROBINSON, G.L. NASSIF and B. BAROUDI.
The main subject of discussion was ways of how to improve
communication between Industry and Authorities on technical
matter. Dr. ASHI now endorses the view that some kind of
scientific liaison committee is necessary. He also
reaslises that in the past rules had been issued that, for
technical reasons, could not be adhered to. Given the
setting, the meeting was very relaxed. Dr. ASH1 would
however be interested to come for another meeting to
Neuch®tel in order to see our technical facilities.

SundaZ_ 11 th : l AM - Mee t i ng i n Geneva wi th Dr. NTABA, Ch i e f
Medical Officer of Malawi. This meeting was arranged by
Mr. R.M. CORNER, Deputy Secretary General of Infotab
(Brussels). Dr. NTABA was in Geneva as delegate of Malawi
for the election of the new General Director of The World
Health Organisation (WHO). He explained the mechanics of
the election and the politics behind it. He summarised
how he expressed his views on point 16 of the agenda
"Tobacco or Health" at the WHO's Executive Board meeting
(11th - 12th January) as follows : WHO policy would switch
the "health risk" associated with the use of tobacco to a
more immediate and dramatic one, the "economy risk", which
would result in the collapse of the economy of a country
such as Malawi. Different aspects of the controversy on
smoking and health were also discussed.
MondaL_18th : IAM/HER - Met in Brussels with Dr. C. BIEVA,
Messrs. D.K. HOEL, D. DE COURCY-IRELAND and A. CLODONG.
Dr. B I EVA repor ted on the con tac ts he made i n v i ew o f the
organisation of the ETS Conference to be held in Brussels in
November 1988. The tentative agenda of the meeting, as
well as a tentative budget, were discussed. Dr. BIEVA and
Mr, CLODONG are to continue establishing contacts. The
next meeting will take place in Lausanne at the end of
February. HGAIHER met in London with Messrs. B.C. PALIN R.
DUNKLEY (Illustra) and Mr. D.K. HOEL. The purpose of this
meeting was to review the drafting of the scripts for the
on-going film projects and to give Mr. HOEL a preliminary
idea of the project. Mr. HOEL will be asked to review both
the final scripts, as well as the films, whenever the time
arises.
