(~~~~s guidelines agreed on by members of the Middle East Tohaoeo Association
PREAMBLE:
All Companies agree on the need to improve relations with the UAE authorities and
that in all matters relating to advertising and promotions (including outdoor sites,
stickerltyg on public property), It Is in the nterest of each and every one of the
signatories - bidividwally and coltectively - to stay within the generalVrecagni,ccd limits
of self restraint and tidiness to conform with the wishes and known guidelinGs of UAE
authoritias.
To this end, the signatorie& have voluntarily signed the following In-House Code of
Behaviour specifically relating to cigarette Advertising & Promotions.
The Code of Conduct below shall be a private industry document unless and until META
unanimously decides it should be released to any UAE ministry or public-sector body.
The Code is not exclusive to META within the tobacco industry. Other companies may
be invitGd to subscribe at the unanimous invitation of META companies.
Article 1- Media
!.1 'rhe following media are excluded from use for branded cigarette advertising:

. All media specifically directed at minors.
. All media specifically directed at, or positioned 100 metres or less to, educational
establishments attended by minors.
. Public transportation vehicles including taxis.

2.3 Consumer promotions are permitted on privatc property (hotels, adult social
clubs, labour camps, exhibition centres etc.) where brand-awareness material i.e.
ashtrays, awnings, waA~clocks which are not strtctIy p.o.s. material, may be
displayed.
2.4 Special promotions, specifically those which are not on offer for full 12 months
or on permanent display, shall be discontinued du.rtng the Ho1y month of
Ramadhan.
2.5 The signatories agree in good faith not to sample to anyone under 18.

3.1 The signatories agree not to sponsor any activity directed at minors oT associated
with any religious occaaiott.

4.1 No advertising will state or fmply that smoking the brand advertised promotes
physical health or that smoking that brand Is better for health than smoking any
other brand of cigarettes.
4.2 No fortns of advertising will be specifically directed at minors, nor will minors
appear in advertising. All models used In cigarette advertising must be at least
25 years of age. Anything in their dress or make-up tending to make them look
younger shall be avoided.
4.3 No pubiicity material and/or promotional items for the brands will be kzaowingty
given to minors by the signatories or their representatives. There shall be no
promotions in locations where those under 18 are the predominant audience.
4.4 No celebrity, fn whatever field, will be induced to state explicitly or directly a
personal preference for a brand.
4.5 Commercial announcements in newspapers shall not be published In sections
directed to minors. Newspapers will be asked to allow two pages before and after
these sections for the insertion of such advertisements.
4.6 Nothing i.tY this Agreement is intended to inhibit any truthful and Fawful statement
or reference by any member Company to the physical characteristics of their
products e.g. King Size, Low Tar, Deluxe length, Lower Tar and Nicotine, etc.

The controI and arbitration fanction will be carried out internally by the signatories at
the local market level in the first instance, subsequently by the signatories at a higher
level, such as at a regular meeting of the Association if desired by one member or at an
extra-ordinary meeting of all signatories called for that purpose by at least 3 members.

This code is effective from 1992. It is reviewed for renewal annually
during the month of , and can be reviewed at ordinary or extra-
ordinary meetings of the Association ia accordance with Article 5 above.
