Combating Smoking
Resolution No. 5 of the 25th Conference:
First With respect to testing for tar and nicotine in
cigarettes with filters that have channels or holes:-
Continue to apply ISO methods to test these types of
cigarettes and to submit the recommendations of the
Specialised Committee to the Gulf Standards and
Metrology Organisation (GSMO) to be taken into
consideration... The matter will be reconsidered
after GSMO has completed studying it.
Second The AGSHMC Secretariat will follow up on the
implementation of previous resolutions and submit a report
on that at the next conference.
Follow up on the implementation of Resolution No. 4 of the 20th
Conference, relating to the levels of tar and nicotine in
cigarettes and increasing the customs duty on cigarette imports
and changing the wording of the warning on cigarette packs and
advertising.
First. In reference to the reduction of the quantities of
nicotine and tar in imported cigarettes. It is hereby
agreed to that the recommendation of the Bureau of the
Council issued in its meeting number 23 pertaining to the
reduction of the quantities of nicotine and tar in each
cigarette so that the quantity of nicotine and tar shall
not, respectively, exceed 0.8 mg and 12 mg shall be enforced
beginning January 1, 1987.
Second. In reference to the other anti-smoking controls
which are proposed.
1. To obligate the manufacturing companies to show and
explain the level of nicotine and tar in each cigarette on
each cigarette box.
2. To print the warning sentence on the front side of the
box clearly, in both Arabic and English, and to change the
explanation thereof to be (Health Warning) instead of
(Government Warning). This is to be applied starting the
first day of January 1987.
3. To contact all of the Ministries of Finance to discuss
the possibility of increasing custom duties on cigarettes
and tobacco to 50% and to submit the opinions of the member
states in respect to this matter to the Secretary General
for the purpose of submission to the next conference.

4. To benefit from the experience of the Kingdom of Shudi
Arabia concerning the prohibition of smoking in government -
offices.
5. To increase the number of anti-smoking clinics and other
similar services within the programs of preliminary health
care so as to assist the smoker in abandoning this habit.
Third. In reference to chewing tobacco. To prohibit the
importing, manufacturing and distribution of chewing tobacco
in all of the member states.
Fourth. In reference to the protection of the non-smokers.
1. To urge mother and child care centers to enlighten
mothers about the dangerous health impact resulting from
smoking, particularly on the foetus, the children and
visitors of out-patient clinics.
2. To allocate special places for smokers inside
restaurants and cafes, and popular coffee-shops.
3. To request the national airline companies to prohibit
smoking as well as the selling of cigarettes during domestic
flights and short trips within the member states.
The Specification for cigarettes in its final form as adopted by
the Saudi Arabian Standards Organisation (SASO), (see attachment
No. 1).
Recommendation No. 3 of the 29th meeting of the AGSHMC Bureau
(see attachment No. 2).
