I am enclosing copy of the letter from Jim Oates on Social
Acceptability since he may raise this issue with you 'in
Chicago.
1. Leo Burnet has some good people and good ideas but'at
this moment we should be quite circumspect in what,we
undertake. As you know, the Smokers' Clubs have been
under attack in Europe and will probably come again under
attack at the 8th World Conference in Buenos Aires this
2. The original idea to work on the question of Social
Acceptability is still good.
3. Instead of engaging in a large and complex project~we
should begin small, be quite careful about what we do,
and grow incrementally.
4. Spain is an ideal country in which to begin. There is a
substantial body of opinion among politicians,
journalists, and members of the scientific community who
firmly believe the attacks on the industry have gone too
far. These are the people who have helped in our
struggle against the proposed Royal Decree banning
advertising and sponsorship. The next step should be the
development of a model project in Spain which could serve
as the basis for projects in other countries.
