The Budapest agenda allots 15 minutes for Bobby to talk
about the "Social Acceptability Project." This is'much too
big - and multifaceted - a topic to do any justice to it in
such a brief time period.

What might be best is for us to use that time to
clarify what has already been done and then determine what
the next steps should be. The latter could include going
back to square one and reviewing the whole concept or
picking up on the Burson proposal for a pilot project in
Spain.
In the interest of transparency and clarity, I'm
attaching some documents - some of which some of you may
have - which may contribute to our thinking.
o Burson Marstellar's proposal for a pilot social
acceptability program in Spain;
o Francisco's recommendation on how Spain would be used
for a pilot program (without Burson involvement); I
o Bobby's memo of November 4, 1991 presenting some
concepts identified by a joint working group.
o Correspondence from Jim Oates (Leo Burnett) and
Francisco's reaction to it, regarding how LB proposes
to support a social acceptability program.
