Approve project initiation documents, which broadly define the product and
commercial objectives and initiates work.
Approves the design review board structure, membership, accountabilities and
authority.
Approves changes to the product and program objectives.
Approves overall program plan.
Allocates resources to meet the program objectives.
Conducts on-going financial and schedule compliance reviews.
