Arla Johnson has been a volunteer witia the Americsa Cancer Society for 29 years,
sezvu,g in several leadership roles, including Minnesota Division Chairman of the
Board, Tobacco Control Subgxoap Chair and, atost recently, Chair of the
Advocacy Group at the state level. She has represented ACS on Minnesota
ASSIST's ,Exscu.tive Committee and is also a member of the ACS National Public
Issues Coinmittee, w]yich deterrnines tobacco policy at the Congressional level.
Johnson represents Minnesota on the National ACS Assembly, as well as the new
ACS Midwest Division Board of Directors. Arla began her involvement in the
tobacco control arena 20 years ago when she conducted ACS Quit Smoking
prograzns for adults who aeeded help quitting. That experience led to tobacco
control leadership responsibilitics at the ACS stste level and evcntually to her
major role in ensuring passage of the 1992 Tobacco Free Schools Bill. She was
actively involved in the long stxnggie to pass Mmnesota's Iandmark Youth Access
to Tobacco bill, which became law in 1997. Last year Aria also helped pass a
local youth access ordinance in her own part of the state. Johnson owned and
man aged a retail business.for 14 years, supervising astaff of 8 to 10 employees,
and has served on the Board of her local Cha.mher of Commerce. Johnson
attended Mankato State UzLiversity and Metropolitaa State Universlty.

Ms_ Rice held high level positions wirh the Minnesota Department of Health
(MDI3) through 1997. As Deputy Commissioaer, Ms. Rice was second m
cozamand at NIDH, rospamslble for regalation and policy over&ight of most MDH
operations. Ms. Rice paid patticular attention to MDH lcgislative initiativcs
during this time, as well as the representation of MDH as a board member with the
Mmnesota Health Data Iastitute. Prior to becomfag Deputy Commissioner, Ms.
Rice served as an Assistant Coazzmdssioner at NIDH. In that role, Ms. Rice
managed the Bureau of Health Protcction, which divisions included disease
prevention and control, environmentai health, aad public health laboratoiies. Ms.
Rice's 1VIDH experience also mcluded a kwo-year stint as Director of Public and
Legislative Af{airs. Ms. Rice received her BA frcm the University of Wisconsin
in 1971.

State Representative
Peggy Leppik, co-authcrr of Minnesota's ground brealdng 1997 youth access to
tobauo legislation, was elected to the Mizmesota House of Representatives in
1990. She sits on the Bducati.on; Higher Education Finance; Fsnvironmental and
Naturs.l Resources; Commerce, Tonrism and Consumer Affairs Ce®ziuttees, and
also serves as Chair of the S'igher Fclucati.on Subcommittee on Refo=ra, and as
Vice Chair of the Select Committee on Tec]m,ology. Deeply involved in her
coiamunity, Representative Leppik is a long-iime asident of Qoldea Valley and a
past member of Golden Valley's Planning Comwission, its Board of Zoning
Appeals and its Civic Canter Task Force. She currently oo-cbairs the Success by
Six Northwest Public Awareness Comnnittee, serves on the Advisory Committee
of the Independent School Distzict 281 Ridgedale Altemative Program, and the
Advisory Council of the Children, Youth & Family Consortium, is a member of

Johm Garrison has setved as Managing Director of the American Lung Associa7ion
since 1990. The Lung Association, founded in 1904, speaks with a strong voice .
on nationsl health issues as well as involves huvcfreds of thousauds of volunteers
in fig)iting to prevent lung disease and ptomote hmg health through more than 90
affiliates across the U.S. Under Garrison's leadenship, the Lung Association has
stood firm m its opposition m any Congressionall action on tobacco that faiis to
achieve meaningful public health protections or that graats the tobacco iadustiy
any.speciall legal protections. Garrison and ALA asked Congzess and President
Clisiton to scrap the inadequate deal pmscnted by the industry in 1997, and worked
effectively with organizafions across the country to stzengthen federal tobacco
legislation consideiEd in 1998. Prior to his work with the Lung Association, Ms.
Gaziison served for moxe than a decade as President and Chief Execu.tive Offieer
of the National Easter Seal Society. He has also sernd as Deputy Cominissioner
for Admm.istration in the New York State Department of HWth, end spent seven
years on health and social welfare policies in the office of New York C3overnor
Ne7san Rockefeller. In I990,.Mr.. Cratrison was rocoganizad by Business Week as
one of American's five top socdall service executives. Mr. Garrison did his
undergraduate work at Harvard College, andd earnedd his Masteis in Public

Since 1971, Dr. Haason has had a private practice in Interaal Medicine,
subspccializing in lung disease, at the Park Nicollet Clinic in Minn.eapolis,
Minnesota. Dr. Hanson is the President and CEO of the Institute for Research and
Education Health System Minnesota. He is also the ciment President of the
Minnesota Coalition for a Smoke Free Society 2000, having seroed as its first and
foundiug President in 1984. Duaing the 1980s and early 1990s Dr. Hanson lead
the Mmnesota. Smoke Free Health Care project, and Dt_ Hanson served as
President and Chair of the Smoke Free Generaii.on -1Vlinnesota effort from 1984 to
1990. He has been an advocate for tobacco control in many public policy fonum-%
iaciuding regional health boards, organized medic9ne, and state and national
leb slalive processes. In addition to his worlc for a ssnoke free environment, Dr.
Hatison bass served as President of the Manaesota Medical Association, chair of the
Miaaesota delegation to the American Medical Association House of Delegates,
vicc chair of the Minassota Health Data Institnte, and ehair of ihe Co3amittee on
Woikplaco V'iolence, lViinnesota Healthcare Coalition on Violence. Dr. Hanson is
a graduate of Dartmouth College and received his 112T) from the Universiry of -

his tenure there, he worked toward a smoke-free environment on all campuses, and
Christenson's frequent attentlance at the Micmesota tobacco trial aTtests to hi,s
interest in reducing the hwman aztd econ.omic consequences of tobacco use. Under
his l,eadersh.ip, enrollment in Mmnesota.'s Community Colleges increased by 50
percent, the number of minority student$ tripled, services to non-ttaditional
students were vastly expanded, ancl the Legislature anthorized over 5140 million
in constni.et?on projecrs on community coltege campuses. Following his
retiremen.t as Chancellor, Dr. Christenson accepted ann appointment as
Dysiinguished Adjunct Professor at the University of St Thomas. Pirior to his
service to the Minnesota Coarmunity College Systeno, Dr. Christenson held a
number of high level positions in 14litmesota state government, including
Cozamissioner of Finance, Stare Planamg Director, and Legislative Auditar,
Christenson holds a BA from St. Jobn's University and an MA and Ph.D, from the
University of Minnesota.

Tobacco legislation, in its sezpport for the tobacco litigation, in the Allizta, system's

decision to undortxke its own suit againat the tobaceo induatry. Malcolni was also
instnum.eatal in AllizLa's decisions to actively oppose the June 20th Settlement
Proposal to Congress, and to work withinn national managed care organizations to
encourage the industry to become more active in tobacco control m,atters. Prior to
joining Allina in 1994, Malcolm was senior vice president for gove=eut
re}sIIons and public programs at HealthPaifiers. She has served in sunilar roles at
MedCeatezs and Patmers National Hesith Plan, and began her health policy career
at Interstudy. Malcolm has played leadeRSlup roles in numerous professional and
commmi.ty orgaaizations, and currentTy serves as President of the Minnesota
Council of Hcalth Plans. Maleolm obtained her BA from Daztmouth College.
