I. State Overview: South Dakota Politics The legislature meets annually and will convene the 1997 session on January 14th. The session will last 40 days. There are 35 Senators that serve for 4 year terms; the 70 House members serve 2 year terms. The House is expected to remain republican, the Senate could return to democrat control. This is not a favorable state for many of our issues. This is a strong local government control state. AG has indicated that he may be compelled to file a Medicaid lawsuit because of pressure from the Gov. and the press. State Objectives Introduce AAAIYouth Access bill Possible smoking bans in legislature and local communities AG has indicated that he may be compelled to file a Medicaid lawsuit because of pressure from the Gov. and the press. Defeat Excise taxes. Defeat Marketing restrictions. Assist with FDA and defeat similar measures at the state level. 11. Strategies/Tactics Continue to build coalitions to support PM objectives. Will need PR assistance if AG files. Establish through building of coalition and media contacts an anti-Medicaid lawsuit. Continue to work on PM's FDA objectives. 111. Recommended Activities/Tools Need continuous development of coalition for AAA, FDA lecal activities and other issues as they develop. Need updated arguments and state specific materials re federal legislation, and local issues. 1

Possibly, 2 statewide general and an undetermined number of local mobilizations on smoking/marketing issues. Work more closely with sales force and their accounts on PM objectives.
