OHIO 1. State Overview: • Politics There are no statewide office holders up for re-election. There will be new leadership in the Senate which will still be controlled by the Republicans. The GOP has a seven seat margin in the House and they should retain control although it could be close due to the impact of the national elections. • State Objectives • Pass comprehensive youth access and smoking accommodation legislation. • Introduce privacy legislation. • Monitor Attorney General on Medicaid liability. • Defeat excise tax increase. II. Strategies/Tactics • Introduce amended version of HB 299 in Senate and identify sponsor in House for simultaneous introduction. Continue coalition development and seek non-traditional allies such as law enforcement, JAY- CEES, etc., to join coalition. III. Recommended Activities/Tools • Lead Coalition Group Need to expand coalition to include more female dominated groups to assist with AAA style legislation. • Arguments/Talking Points/Studies Develop economic talking points and survey of smoking ban in bingo parlors. Ohio privacy information kits are available. Need to update public opinion survey on Ohio attitudes toward work privacy issues. Piggy back on FDA program to assist with state program. • Mobilizations Mobilization programs may be required to assist with youth access legislation. A consumer mobilization may be needed for tax increase fight. • Sales Force Develop a hand-out for distribution by sales force on AAA style legislation to deliver to retail accounts. INDIANA I. State Overview: • Politics New statewide officers will be elected in November, including Governor and Attorney General. GOP may have hard time maintaining control of House. GOP will continue to dominate State Senate. 0 State Objectives • Pass comprehensive youth access legislation. • Limit excise tax increase to under double-digits. • Defeat filing Medicaid liability lawsuit. II. Strategies/Tactics • Ask retail organizations to support stronger youth access bill. • Identify at least one retail organization (IN Petr Marketers) to support stronger bill. • Piggy back on FDA program to assist with state program. • Execute WE Card roll out program. • Expect excise tax increase will get dragged into youth access negotiations. • Identify members of the various state trade associations to take a stronger stand on implementing effective minor access legislation. Recommended Activities/Tools • Lead Coalition Group Expand and re-focus industry coalition members on AAA style legislation. • Arguments/Talking Points/Studies An excise tax report on events in Michigan will be released this month which will help frame the debate on economic cross border impact. Another study on property tax reform, with recommended tax alternatives will be ready for release after the election. Public polling information on youth access laws/ proposals will be in the field in October, 1996. Utilize Indy CART drivers/teams with state lawmakers to explain the importance of passing a stronger minors access state law. • Mobilizations Develop a hand-out piece for state sales force to deliver to retail accounts on youth access legislation. MICHIGAN I. State Overview: • Politics There are no statewide offices up for re-election in 1996, nor are there any state senate races up in 1996. The GOP currently controls the House, but only by a one seat margin. It is very possible the Democrats could retake control of the House if Clinton wins big in Michigan with union support. • State Objectives Currently, a youth access bill is in a House/Senate conference committee. It may be considered after the election. Should the bill not pass in 1996, a new access bill will be introduced in the'97 session. Ask how anti-tobacco dollars are being spent. Excise tax roll back. II. Strategies/Tactics • Develop a definitive review of existing youth access legislation. Explain to state lawmakers how state and federal dollars are being utilized by the state's anti-tobacco community. If Democrats retake the House, should have an opportunity to at least hold a hearing on a cigarette excise tax roll back. • Work with retail coalition on tax roll back and youth issues. • Piggy back on FDA project to help push state youth access legislation. Recommended Activities/Tools • Lead Coalition Group Identify and hire local Public Relations firm to join the MAN network to assist retail coalition, FDA, and other projects. • Arguments/Talking Points/Studies Release Michigan cross border study.
